Paul was born in Gravelbourg, SK on July 2, 1926. He was educated at Gravelbourg Elementary School, Gravelbourg High School and Campion College, Regina. SK. Paul was the owner and publisher of Star Publications Ltd., Gravelbourg, from 1962 to 1974. He was an active member of the Lions' Club and handled all public relation matters for the club for several years. Twenty-five families took part in the first wagon train trek held in Canada in modern times.
